Help Shape Oregon's Health Care Future

Each of the Oregon Health Policy Board's four health transformation work groups for House Bill 3650 has been charged with tackling a different aspect of Coordinated Care Organizations. We are now collecting feedback on the September round of Work Group meetings. Input for this round will be collected through October 7.

Overview

Medicare-Medicaid and CCO Criteria

  • The Medicare-Medicaid Integration work group will help identify strategies for improving integration of health and long-term care and services for individuals enrolled in both the Medicare and Medicaid programs within the framework of health system transformation. It will help in developing a proposal to the federal government for a demonstration project to integrate care and services provided through the Medicare and Medicaid programs.
  • The Coordinated Care Organization Criteria work group will provide input on developing the qualification criteria and standards for the proposed Coordinated Care Organizations. The group will also review proposed performance standards in clinical, financial and operational areas.

At each work group meeting, members will split into small break out groups in order to deliberate, discuss, and answer some of the tough questions facing the implementation of Coordinated Care Organizations. On this website we will post the same questions that are posed to the work group members each month. The comments left here will be collated and sent to the Oregon Health Policy Board for their review.

Question 1

How should CCOs and the Long Term Care system share financial accountability? In particular, in thinking about the three potential financial models in the handout "CCO/LTC Shared Financial Accountability", what are your reactions?

  • Do you have a preference between the models, or an additional model to suggest?
  • What if funding for positive incentives isn’t possible due to budget realities?
  • Since the models can potentially be combined, what combination of these models (or other options) would work best?
